Dear fellow citizens,

Our democracy has become an object of ridicule. Only if we become active and put our heads and shoulders together we can save our democracy.

YES.  WE CAN.   If we believe in this and act with conviction.

In doing so with conviction, let us be guided by the following thoughts also:

I am reproducing below the first article in a series of 22 articles entitled “Let us think and Act with an open mind to Develop a Vibrant Democracywhich draw attention to 30 obstacles which cause a distorted and ineffective democracy and possible solutions for these. You can help to save democracy by making as many people as possible aware of these obstacles and possible solutions, through e-mail and social media like face book and twitter so that we can have healthy debates and arrive at some innovative ideas to save our democracy.

Making use of some of these innovative ideas, I intend to finish this series with two more articles - Articled 23 will spell out the basic principles which will guide formulation of the reformed system of democracy and Article 24 will outline the reformed system of democracy for public debate to arrive at a consensus.

Note: Evolving ideas to save democracy after debates on these 22 articles will take some months. To immediately save democracy to some extent, I hope you will actively support the two suggestions given at the end of Article 1 for voting during 2014 Lok Sabha elections.

Develop a Vibrant Democracy – Article 1

Introduction: I have identified thirty obstacles which cause a distorted and ineffective democracy and possible solutions for these. Because very few people have time / inclination to read long articles, these are presented in separate brief articles for pointed attention and easier assimilation. I hope this will lead to spreading of awareness and facilitating point by point debate on each of these for saving our democracy.
(Please keep these articles within easy reach for referring back till the series is completed.)

Eligible voters: For good reasons, only adults are allowed to vote in elections to Parliament, Assemblies, Gram Panchayat, Panchayat Samithi, Zilla Parishad and Municipalities / Corporations (the pillars of our democracy). But this leaves out a large percentage of our population which unfortunately includes many teenagers who are (unlike in the past) more capable of balanced thinking and energetic action to safeguard democracy than a much larger number of adults, particularly among lakhs of illiterates. Lack of balanced thinking among most eligible voters is forcefully brought out by the Press Council of India Chairperson Justice Markandey Katju’s statements: “Ninety percent Indians vote in droves like sheep and cattle”,…many are ”voting along caste and religious lines.”….many say “I won’t vote because my vote is meaningless.” (Deccan Chronicle dated 31-03-13, page 6). What is worse, many voters are only interested in selling their votes and making a mockery of democracy. This has been emphasized by the anti-corruption crusader Anna Hazare: “It often happens that after facing injustice, people decide to teach [parties] a lesson in the elections. However, they forget to do so after being treated to a party at a dhaba or after getting Rs.200 or a Rs .500 note.” (The Hindu dated 18-03-14)

A large proportion of educated adults do not vote probably because their votes are meaningless in the context of the overwhelming 90 % who vote in droves or sell their votes without any intention of safeguarding  democracy.  Callousness or laziness may also play a part. Further, there are errors in voters’ lists (both human and manipulated) which distort elections. Sad to say, effective attempts have not been made to overcome this dismal state of voting, even after about 65 years.

Absence of the truly democratic and sensible right to reject all candidates when none are suitable had swelled the group of uninterested voters.  The NOTA option recently allowed by the Supreme Court (SC) order may not change the situation. Those who do not vote because they feel their vote is meaningless (because of the reasons explained above) or out of callousness or laziness may not come forward to exercise the NOTA option. They cannot be blamed because the SC order does not lead to rejection of the election even when NOTA voters form the majority!! In other words NOTA option, which should have been respected as peoples’ voice, has become meaningless. Only a guarantee from the Election Commission that such a clear expression of peoples’ rejection of all unsuitable candidates  by  majority of voters will lead to fresh election in which the rejected candidates cannot take part will help to get over the feeling of meaninglessness of NOTA

It is pertinent that while the non-voting group may or may not exercise NOTA option, those who vote in droves or sell their votes will not exercise the NOTA option because they are influenced by other factors and are not at all bothered about safeguarding democracy. The fact is that both these voting groups together form a large proportion of actual voters and will vitiate the aim of elections even with NOTA provision.

To sustain a vibrant democracy, quality of voters is much more important than extent of coverage of multiform adult population.

Inability to confine voting to only voters who are interested in safeguarding democracy and to make them vote is the first obstacle which has resulted in a distorted and ineffective democracy.
[Note: Since information about elections to the three tiers of Pamchayat Raj institutions is not well publicized, the above remarks about proportions may not be fully relevant for these.]

The main reason for including uninterested and unsuitable voters is blind enforcement of the adult franchise requirement, even when all adults are not interested in voting or are not capable of making proper independent choice. To overcome this, while preparing voters’ lists, it should be ascertained from each adult whether he / she wants to exercise his / her night to vote or not, after the responsibility of a voter is explained to him / her. Those who do not want to vote should be considered ineligible for voting by their own choice and asked to sign an affidavit in a prescribed form as a record of their voluntary rejection of their right to vote. A copy of the affidavit should be given to such persons to avoid doctoring of the list. However, chance should be given to withdraw this affidavit during any subsequent revision of voters’ lists.

The remaining interested voters with confirmed eligibility should be told that voting is not only their right but also their responsibility to elect suitable representatives and that if they do not perform their responsibility without valid reasons their right will be withdrawn. Similarly, if there is sufficient reason to believe that a voter has “sold” the vote or has voted in droves, he / she should be educated about the harmful effect of this wrong action and warned not to repeat it.  In both cases, the relevant fact should be entered in the list and his / her signature obtained. In case they repeat either of these twice (i.e., the third time), their names should be deleted when revising the voters’ lists. However, they should be given a right to appeal to safeguard against misuse or genuine mistakes.

The above modifications are based on two principles: (1) no right can be thrust upon an uninterested person and then blame him if he does not exercise it and (2) no right is absolute and can be withdrawn if the responsibility arising from this right is not fulfilled or the manner of exercising the right invalidates the reason for giving this right. However, any voter should have the truly democratic and sensible right to really reject all candidates when none are suitable (not notionally as per Supreme Court judgment). Till then non-voter’s name should not be deleted.

As stated earlier, confining eligibility to adults only will exclude a large number of younger persons who are capable of balanced thinking and energetic action to safeguard democracy because of modern (technological) advances in education and knowledge environment. To reduce such illogical exclusions, eligibility should be extended to all those who have completed 15 years of age (United Nations, World Health Organization, China and Australia have fixed the lower limit of age for youth as 15 years.) A better alternative is a lower limit of 14 years because a child is defined as below 14 years for child labour. Among the so defined age group (15+ or 14+), eligibility should be confirmed only for those who have expressed their interest in voting, after the responsibility of a voter is explained to them.

It is a pity that even after more than 65 years, most voters do not have the bend of mind and capacity to use their franchise independently and effectively  to develop a sound democracy (resulting in 90% voting in droves or large numbers selling votes – see paragraph 1 of this Article). Most likely, they will not be able to develop these capacities for many more years, in the absence of any mission to rectify matters. Therefore, should we not seriously think with an open mind about other options for exercising peoples’ voice effectively? This aspect will be further explored in later articles.

Amendment of the Constitution will be necessary to introduce these changes in the system. Meanwhile, we can save democracy to some extent if voters apply their mind to the following aspects before casting their vote during the 2014 Lok Sabha elections:

Expertise required to win an election is different from that needed for good governance. Moreover, while the former needs capacity only for one hectic effort, the latter needs capacity for sustained efforts for many years. Another aspect is that politicians who help to win elections by mesmerizing voters by their oratory and false promises are unlikely to be effective in governance. The above lacunae explain why experts in winning elections have often failed even to make good use of a reasonably good administration system to provide good governance. An efficient voter has to watch out to prevent being duped by experts in winning elections. They should demand for facts about their capacity for good governance and merely blaming others and hate speeches should be considered as disqualifications.

All voters interested in saving democracy should use the NOTA option during the coming Lok Sabha elections as told by the anti-corruption crusader Anna Hazare “if they did not find a right candidate with character and clean image”(The Hindu dated 18-03-14). They should insist on fresh elections after excluding all present candidates who have been rejected by majority of voters by NOTA option. Those who want to save democracy should not only consciously use NOTA option in the coming Lok Sabha elections but also educate and motivate others to do so. During the coming election, a responsible voter should reject even right candidates if they belong to a political party which is observed to  be giving money incentives or has sponsored candidates with criminal background elsewhere. This is very important because, after election, even these “right persons” will be forced to support party interests at the cost of peoples’ interests, for example give support to the party in not punishing those who are corrupt or have misused their power to help vested interests.

Exercise – why and how to?
A preventive health measure

Unfortunately, there are some serious misconceptions about how exercise helps. The most popular notion is that it is required to reduce weight. This narrow vision hides the manifold benefits of exercise on body and mind. As a result of this wrong notion, many  persons who are either not interested in. reducing weight or have failed to reduce weight by exercising, do not exercise and deprive themselves of the manifold  benefits of exercise. Sad to say, they form a very large proportion of the population.

Why exercise?

A balanced diet ensures production of blood of good quality which is required for maintaining good health. To be most effective, this blood has to reach all parts of the body and provide materials for proper cell growth and maintenance in addition to ensuring immunity. This is best accomplished by balanced (i.e., well planned) exercises which together send blood to all parts of the body. Brisk exercise makes the heart pump blood with more power, increases force of blood circulation and sends adequate blood even into the minute parts of the circulatory system all over the body. It makes the heart healthier and more sturdy. There are many other benefits which include: maintaining a biological rhythm which is of utmost importance, proper maintenance of lungs and blood vessels through out the body, burning out extra sugar in blood (which can cause harm), getting proper sleep and reducing weight. Balanced exercises prevent occurrence of many health problems by supplying immunity producing white blood cells and antioxidants to all parts of the body,

British Heart Foundation (BHF) has emphasized on an important benefit from exercise as follows: “Mental and physical health are not mutually exclusive. In deed, exercise is good for your cognition, mood and physical health. You can improve your cognition and brain health throughout your life through exercise and learning: both of which have been shown to increase neurogenesis in the brain.” (Deccan Chronicle dated 19-02-13, page 10). Deepak Chopra, a well known professor of medicine and author of many popular thought provoking books on health has been repeatedly emphasizing various benefits from a proper mind-body relationship.

How to exercise?

It is also not realized that the manner of taking exercise is important. Some people want to some how “finish off” exercises with out any interest or even “grumbling” all the time. While this ensures faster than idle circulation of blood, it causes subtle stresses which can be harmful over a long period. The best manner of taking exercises is to do these with a smile and enjoy the movement of every body part, in a relaxed way. This has a healthy influence on the mind and a perfect mind-body relationship, which is of utmost importance, is maintained. To get best results, start exercises with a happy smile and continue smiling till the end of the exercises. An additional benefit is that smiling while exercising sends blood to many muscles which are used only for smiling. And most important, the happy feeling resulting from exercising with a smile also leads to one enjoying it and looking forward to exercising regularly, in stead of being indifferent about it. If you diligently try this manner of exercising for about 10 days you will enjoy the difference it makes.

It is better to count the number of times each exercise is done. Then, attention of the brain is drawn to three things at the same time – the body movements during exercise, the counting and the smile. This results in subtle multi-tasking of the brain regularly and helps to prevent deterioration of the brain over time.

Some people take exercise only on certain days of the week or intermittently i.e., not every day. They ignore the need for adequate supply of blood to all parts of the body every day and for ensuring that the biological rhythm, which the body needs, is not upset. According to BHF, “staying fit and active every day can dramatically reduce the risk of developing diabetes, heart diseases, stroke, cancer and dementia.” (Deccan Chronicle dated 19-02-13, page 11) If exercise is not done every day, the benefits described above and in the second and third paragraphs are not realized in full.

For any exercise which is done more than 30 times or is vigorous, do it slowly during the first 5 times to gradually tune up the muscles, then increase to make it brisk and then slow down during the last 5 times for cooling down the muscles and nerves and to avoid jerky stops. Always avoid sudden jerky movements to prevent sprain or damage to muscles and nerves. This modification also adds to the subtle multi-taxing of the brain described earlier.

Whenever one starts new exercises or restarts exercises after a long interval, it is better to do each exercise only for one-fourth of the desired duration. Otherwise, pain may occur in some parts of the body on the next day or sprain can occur due to unaccustomed brisk movements, resulting in blaming these on the exercise and stopping it. After 2 days, increase to half and then to three-fourths and then to full durations, each after a gap of 2 days.

There are many types of exercise schedules around the world which have their own advantages. To have balanced exercises and get full benefit and completely achieve the aims of taking exercises explained earlier, it may be necessary to adopt more than one schedule. For instance, your favourite Yoga exercises may be good to maintain a proper mind-body relationship but may not include adequate brisk exercises. To get better results add some brisk physical exercises for at least 30 minutes from any other exercise schedule or walking, or cycling, or swimming. Similarly, supplement your favourite physical exercise schedule with additional brisk exercise for at least 30 minutes (if not included) and selected yoga exercises (particularly pranayama and shavasana) to improve mind-body relationship which is of utmost importance.

Lack of interest in exercises – a preventive measure, long overdue

Sad to say, despite such manifold advantages of balanced exercises which lead to sound physical and mental health and which can “dramatically reduce the risk of developing diabetes, heart diseases, stroke, cancer and dementia.”, the proportion of population who carry out exercise every day is shockingly negligible. A survey carried out by BHF has shown that “94% of those questioned did not deem physical fitness as being of prime importance.” (Deccan Chronicle dated 19-02-13, page 11). It is a mater for serious consideration that diabetes, heart diseases, cancer and mental diseases are serious health problems mainly because only a negligible number (about 6%) give importance to physical fitness, which “dramatically reduces the risk” of developing these diseases. By creating awareness of the manifold benefits of balanced exercises, this proportion should be lifted up to effectively control the major health problems mentioned above. Balanced exercises deserve to be taken up as a long over due preventive health measure.

It is well known that those who have access to health care believe more in curative care and relish the habit of taking medicines after their breakfast, lunch etc. It is the same group that contributes more to the prevalence of the major health problems mentioned by BHF and prefers, without applying their mind, to get relief through medicines rather than take exercises to prevent the problem. Therefore, to make this preventive measure popular, a change in mind set is essential.

Health education, which emphasizes that taking balanced exercises properly is an enjoyable activity which gives many important benefits, should be carried out in a mission mode. This should focus on all age groups, particularly children and youth in order to make this preventive measure a regular habit from young age itself.

I have tried the following 7 steps and I feel satisfied with the improved focus of my thoughts and actions and the improvements in health, happiness and financial situation. Therefore, I wish to express my gratitude to God by forwarding the “Seven Steps…” to as many persons as I can, as suggested by SRB.

Seven Steps to be Healthy, Prosperous, Happy and Blissful

At least once a day, stand erect (or sit erect) with closed eyes and start practicing the following seven steps with a pleasant smile of happiness which is continued throughout:

1.     Divine Energy is around me (pause to visualize it) and flowing down my body (pause to visualize it) from head to foot. (pause to visualize it)  Enjoy this calmly and peacefully for as many repetitions as you feel like. Then visualize: My body has Divine Energy (pause to visualize it)and is surrounded by Divine Energy.” (pause to visualize it)

2        Divine Energy around me (pause to visualize it) and within me (pause to visualize it) is making me healthy (pause to visualize it) youthful (i.e., full of youthful energy). (pause to visualize it) Enjoy this calmly and peacefully for as many repetitions as you feel like.

3. Divine Energy around me (pause to visualize it) and within me” (pause to visualize it) is making me active (pause to visualize) successful (pause to visualize it) wealthy(pause to visualize it)without greed or  arrogance (due to wealth and success). (pause to visualize it)  Enjoy this calmly and peacefully for as many repetitions as you feel like.

4. Divine Energy around me (pause to visualize it) and within me (pause to visualize it) is making me relaxed (pause to visualize it) happy”. (pause to visualize it)  Enjoy this calmly and peacefully for as many repetitions as you feel like.
5.     Divine Energy around me (pause to visualize it) and within me (pause to visualize it) is guiding me about (pause to visualize it) what to think (pause to visualize it) what to do (pause to visualize it) how to do (pause to visualize it) “when to do(pause to visualize it), with an attitude of surrendering yourself to omniscient God with full faith that HE will always guide you. Enjoy this calmly and peacefully for as many repetitions as you feel like.

6.     Because of the Divine Energy around me(pause to visualize it) and within me(pause to visualize it), I am enjoying (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it) Heavenly Bliss (pause to visualize it and continue to enjoy if you prefer)………. Regular practice of these seven steps with a pleasant smile of happiness
will lead to better physical, mental, spiritual and financial health.

You will start getting a satisfying and happy feeing after some days which will go on increasing thereafter. How soon it will start or increase thereafter will depend on the quality of practice. When you feel satisfied and happy with the results of this practice, tell others about these seven steps to help them and to express your gratitude to God.

Notes:
A. The underlined portions above have to be repeated without any confusion or interruptions. To ensure this, please read the seven steps number of times till you have learnt these by heart. It may be better to translate these into a language that you normally prefer and then learn the steps by heart.
B. While practicing, check frequently to ensure that you are having a pleasant smile of happiness throughout.

C. Because all religions worship God, persons of all religions can practice these steps which are based on omnipresent Divine Energy only. Those who do not believe in God can also practice by  replacing the word “Divine” by “Omnipresent” in steps 1 to 6 and deleting “with an attitude of surrendering yourself to omniscient God with full faith that HE will always guide you” from item 5 and “and to express your gratitude to God” from the last line.
